Unless otherwise noted or referenced, all of the observations and quotations in this short article are in the interviews.Constructing a Grassroots MovementDuring the 1970s, a small national network of fire service personnel started advocating regional ordinances requiring fire sprinklers in all new residential building. The first prosperous ordinance campaigns were in suburban communities experiencing fast development. Usually in new developments far from fire stations, burgeoning building threatened to exceed the capacity in the fire service and necessary new facilities, personnel, and equipment.
